Sam Totaro, a Curtin & Heefner partner in the Doylestown office,  testified on March 9th before the Pennsylvania State House Children and Youth Committee considering several new bills to revise the state adoption laws.  Totaro, who has been recognized nationally for his work in the adoption field, was instrumental in drafting the bills with the Chairwoman, Kathy Watson, and state representative Scott Petri.  He and his wife, Andrea Totaro, Executive Director of ANA Adoptions, a Pennsylvania adoption agency, spoke in favor of the legislation, which would reduce the time period for a birth parent to revoke his or her consent to adoption from 30 days to 5 days, allow for the payment of reasonable living expenses for birth parents, and provide for increased access to counseling for birth parents considering the option of adoption.
